For Constitutional change, the EU referendum SHOULD have had a super-majority and a devolution lock

At what point did the advisory referendum become mandatory without them?

We want an answer to these points which are also raised in the attached letter to Michael Gove which never got a response

Additional Information

David Lidington rejected a super-majority because the referendum was only ADVISORY (Confirmed by the Supreme Court and in Briefing Paper on the Bill)

The status of the referendum is further called into question by the facts set out in the attached letter

The government does not have a mandate to do the destructive things it is now doing to the UK

It's reputation, it's currency and it's economy have all been trashed.
