allow postgraduates to apply for Appprenticeships; level playing field

Additional Information

allow postgraduate students to apply for apprenticeships - level playing field; at present they are rejected at Job Centres.
They are becoming depressed by not being given a chance to be employed. Having proved their ability to study for three years they can offer a potential employer the ability to study and achieve.
