The bus fares go up at 18 not 16, just the same as wages do.
Dear Department of Transport,
16+ have to pay adult bus fares but they cannot receive adult wages until the age of 18, also they cannot vote until 18, lower adult wages to 16 or raise adult bus fares to 18.

Legislation does not specify any age for child fares on
buses as, for most services, fares are set at a commercial level by operators.
