Reform top-rate tax: replace 60% and 50% rates with 45% rate from £100k

Additional Information

To remove disincentives to effort while retaining tax revenues and fairly apportioning the tax burden on the better-off, replace the effective 60% band (loss of personal allowance at £100k), and the 50% rate, with a new 45% rate from £100k.
