have a targeted crackdown on dog thefts and attempted dog thefts
Dogs are not just pets, they are family members, up and down the country there are daily instances where many dog thefts and attempted dog thefts have taken place, the police are disinterested at best, these thieves are essentially kidnapping family members, this needs a targeted approach by police
Change the law to carry the same penalty as it would be for kidnapping a human, these are family members too, have a targeted police campaign to lower the instances and force the police forces to take this seriously as they clearly are not interested right now

The Government e-Petitions Team gave the following reason:
We understand you are concerned about dog theft, and wish for this to be considered akin to kidnapping. However, kidnapping of a human being can constitute a number of potential offences depending on the circumstances, so it is not clear which specific changes you'd like to be made to the law so it carries "the same penalty as it would be for kidnapping a human".
