Make it illegal for a dog to be tied up and left outside any retail outlet.
People tethering their dogs outside shops/stores are making it easier to lose their family member. Make this illegal to put a stop to it.
People need to take more responsibility for their pets. The stress caused with losing them is heartbreaking so don't make it easy for the thieves.
