Vaccinate all key workers as soon as possible.
Vaccinate all key workers who played a part in all lockdowns. This could be emergency services, transport workers, shop workers, teachers, military personnel etc.
Key workers are the ones most exposed to the virus, they still have to come into work as they cannot work from home. They might not be more vulnerable but are more susceptible to catch it and pass it on to their household/family and colleagues. Also disrupting their work leaving some services short staffed.
