Create a law requiring dogs to be on leads in parks where there are playgrounds
Due to the high number of children present in parks where there are playgrounds, it would be safer for dogs to be on leads at all times. Children who are not familiar with dogs are often scared of them, and it would also significantly reduce the risk of children being injured by dogs.
