Steeling of dogs to be a mandatory custodial sentence
Make the steeling of dogs for any reasons a mandatory custodial sentence in all cases when convicted
It causes pain to the animals and ruins the lives of the owners, dogs are part of the family not just a pet. For some their only family and it is devastating crime
