Legalise drugs and prostitution and use the taxes to fund a £10k Basic Income.
The wars on drugs & prostitution have failed. If both are fully legalised, the taxes (and savings on crime costs by releasing all drug or prostitution only convicts immediately) could pay for a Basic Income for every British born, British resident, British citizen between 18 and retirement.
The govt has no place policing people's personal behaviour. Drugs and prostitution should be legal.
And no-one should have to beg for benefits just to eat! Additional funds could be raised by increases in environmental taxes and, if necessary, general taxation. Together with savings on benefits, a Basic Income of c. £10k is achievable.

The Government e-Petitions Team gave the following reason:
We understand you would like the Government to bring in a Universal Basic Income (UBI), however we're not sure whether you want this UBI to be based on the tax income generated by your proposal (meaning it could vary) or fixed at £10,000 no matter what tax revenue is generated.
We're also not sure whether you want what drug- and prostitution- related offences prisoners would have to have committed in order to be released.
