The Government e-Petitions Team gave the following reason:
Petitions need to call on the Government or Parliament to take a specific action.
We understand that you are concerned about the welfare of pets, but petitions need to clearly set out the actions they want the Government to take. We cannot accept petitions that call for some actions and say that in order for their request to met "much more" would also need to be done, as it is not clear what the Government would need to do to meet the petition's request.
We have published the following petitions, which you might like to sign:
Introduce a National Pet Exchange Register: petition.parliament.uk/petitions/328081
Increase minimum and maximum sentences for pet theft: petition.parliament.uk/petitions/563711
Make it illegal to sell dogs without a licence: petition.parliament.uk/petitions/571526
You could start a new petition explaining clearly what you would like the Government or Parliament to do.
