Bring in more fines, for people that wantonly litter our countryside and towns.
It seems its too easy for people to just throw cans or food wrappers from cars, despite bins being made available, people have a mindset that its "not my problem" and that "someone else will pick up" perhaps a better car registration identity, or marking items with peoples details.
It's not about education as schools do teach children but most of the litter is left by adults, car owners the motorways are awash with cans and bottles, with government cuts councils cant employ litter pickers, maybe have a better fine system, a way to tag items, or incentive to return to shops for a voucher, might help people recycle. It's too easy for people to drop it, but maybe community service, or make it part of benefits system you have to do a week's litter pick.
