Police Warnings are given as an alternative to taking an offender to court. If the offender is under 18 he can not be the subject of a Civil Action. The victim is left to pick up the tab for the damaged caused/

This is fundamentally unjust.

The petition asks that a Police warning be accompanied by a requirement to reimburse the victim for any damage
