Immediately postpone IR35 changes implemented on 6 April 2021 and either amend the CEST tool to be more competent or abandon altogether.
Balance of power has shifted to big businesses which is having immediate devastating effect on small one person businesses. Big businesses are taking blanket decisions that all contracts are paye as they are wary of the new rules.
Where big businesses are willing to complete a CEST tool determination the tool is inadequate and the decision hinges on substitution. Substitution is A VETTING ISSUE not a business status determination. Small businesses MUST be allowed to trade fairly and normally.
