Fine people caught feeding random horses or pay for damages i.e vet bills
Enforce fine on those caught feeding random horses in fields.
Too make horses are dieing of laminitis, colic and choke due to passers by feeding them..costing the horses life and or huge vet bills

The Government e-Petitions Team gave the following reason:
We understand you want people to be fined for feeding horses without permission, however there is currently no specific law in place which explicitly bans the feeding of horses by the general public, meaning no such fine could currently be levied under UK law.
There are 'by-laws' in place in a number of national parks which allow for fines to be levied against anyone found to be feeding horses without permission, however enforcing those fines would be a matter for the relevant National Park Authority (NPA), not the UK Government or Parliament.
