Allow the return of Terracing at Football Grounds

Additional Information

I believe that terracing should be allowed to return to football grounds where clubs want them.
This is because I believe that terraces, with capacity restrictions, and the provison of seating in other parts of the stadium, are safe. Terraces provide atmosphere, greater capacity and cheaper tickets for supporters.
