Change the law on the divorce and the man or woman keeping family name
Make it compulsory for either the woman or man to loose the family name of the person they married if they get divorced

In the UK it is up to individuals to decide what name they use, including whether to change this legally. The Government cannot require that individuals change their name after a relationship breaks down.
