Reform police protocols for handling claims of sexual abuse and domestic violence

We are seeking a root and branch overhaul of police procedures for handling claims of sexual abuse and domestic violence.
An 11 month old baby was raped and a 5 year old girl abused, among others, after South Wales Police failed to act on 8 complaints by the ex partner of convicted sexual offender Ian Watkins, in addition to at least 5 alerts from other UK police forces.
This case is only one in a litany of police failures to protect rape/sexual abuse and domestic violence victims.
As part of a proposed framework for reform we are seeking the following.
1. New police protocols for sexual abuse/domestic violence complaints handling, to be formulated in consultation with victim support agencies.
2. Mandatory sexual abuse/domestic violence training for police.
3. Establishment of a non-police monitoring body to audit all complaints and their outcomes.
4. CPS sexual abuse/domestic violence awareness training.
5. Mandatory schools Relationship Education and Safety module.
