add 30 mph signs to scotswood road newcastle upon tyne

When Scotswood road (Newcastle Upon Tyne) was upgraded a stretch between Newcastle Collage and Park road was regulated to 30 mph.
No signs have been erected and since its a duel carrageway road and the lamp post spacings are the same as the 50 mph stretch drivers are not aware and speed at 50 mph.
there is numerious shops and a collage on this road and i feel the signage needs to be upgraded to match the circumstances
