Stage a referendum on Scottish independence before the end of 2021.
The results of such a referendum must be binding on the Scottish Parliament. In the event of a leave vote the separation from the remainder of the UK should be completed within 2 years and in the event of remain vote there must be a 25 year moratorium on further referendums.
If Scotland is to share in the investment necessary to address the impact of Brexit and the pandemic as well as benefit from the commitment to "levelling up" it must be on the understanding that Scotland remains a long term member of the Union.
