Policy by binding referendum (Swiss style)

To give true democratic power to the people a binding referendum should be held across the UK asking the following question...

"Do you agree with the following statement...

When a petition with sufficient signatories (level to be set at following referendum) is raised at council, metropolitan or national level then a referendum shall be held and if sufficient number of people vote in favour (level to be set at referendum) then the result of the referendum shall be binding and shall be passed into law.

Yes or No"

If more than 50% of voters who turn out in this poll vote 'Yes' a second poll be held to determine the levels which a petition must reach to trigger a referendum and what criteria must be met for a 'Yes' vote in any following poll to be binding.
