Make road using cyclists comply with the same laws as other road users
Introduction of a cycle test similar to a motorcycle C.B.T with a licence to prove qualification / competence on the road and to endorse penalties etc
Have a visible registration for identification purposes
Have insurance policy cover
To make cyclists identifiable / accountable for their actions the same as any other road user.
With the volume of cyclists using the roads forever increasing this issue must now be addressed
