Require old cautions and convictions be routinely removed from the PNC system.
The Government should introduce time limits within which old cautions and convictions are required to be removed from the Police National Computer
(PNC).
In England and Wales, PNC record for minor offences is held for 100 years. This is a very harsh system compared to many other countries including Scotland andwe believe is inconsistent with right to a private life under the European Convention on Human Rights. The decision to retain all records was taken by ACPO without a decision by Parliament, and new requirements to routinely remove details of old cautions and convictions should be introduced.
