Allow flags to be taken out and rakes in bunkers.
Allow golf to return to normal with removing flags and having rakes in bunkers.
A progression with easing of restrictions. Surely no difference to touching a park bench?

The Government is responsible for rules about when particular sports facilities can reopen, but decisions about how to operate in a Covid-secure way are a matter for individual professional institutions and facilities, not the Government or House of Commons.
As a result it is not possible for the Government or House of Commons to take the action you have requested.
