Make phone carriers liable for allowing hoax calls.
Ammend relevant legislation to shift liabilty to phone service providers to prevent hoax calls.
New data in the public domain shows that over 1 billion nuisance calls (e.g. silent calls, spam or frauds) have been made to people in the United Kingdom in 2021 so far and nuisance call volumes are currently increasing at a rate of 30% every month. Telephone service providers are in a position to track reports of nuisance calls and block them, but this does not happen. Making them liable when they fail to protect the public would create an incentive for them to act.

In any case, regulation and oversight of telecommunications is a matter for the communications services regulator Ofcom, and individual carriers.
