Charge for or ban Plastic Bags

Additional Information

I want the government to make it law for shops to either make a charge for plastic bags, or even ban them. They are destroying our environment, and killing animals. In the US they supply strong brown paper carriers, and Ireland has been charging for plastic bags for decades.
