All UK voters to be eligable to vote in Scottish devolution referendum
The government should allow all of the United Kingdom electorate to vote on the issue of Scottish devolution in the forthcoming referendum. A referendum, by definition, is a vote by all of the electorate of a nation, in this case the United Kingdom.
