Introduce a 'Guardian Angel' scheme to combat anti-social behaviour

Additional Information

To introduce a scheme similar to the American 'Guardian Angels'; a scheme to combat violent crime and anti-social behaviour. Ultimately, such a scheme could increase safety on our streets and our public transport. It would be voluntary and would 'add more muscle' than the PCSO scheme.
