Improve procedure on house buying to reduce time it takes from 120 to 30-60 days
Parl. needs to set penalties to encourage speedier housing purchases. Upon agreement of a sale a contract should be made with penalties for both parties. Purchasers should have mortgages before starting the process and Estate Agents and Lawyers held accountable for holdups.
The housing sales market is broken. In the US a typical sale takes place in under 6 weeks. In the UK 3 months into a deal one discovers that one or other party has not even started getting a mortgage application. A seller can drag their feet for months disrupting the lives of many people in the chain in the knowledge that they can pull out at any point causing untold chaos for all involved. A simple sale in the UK can take from 90-120 days, this is laughable for a country of our standing.

The Government e-Petitions Team gave the following reason:
Petitions must call for a specific action that the UK Government or House of Commons is responsible for.
How quickly a property is sold depends on a number of factors, and is matter for the buyer and seller, not the Government or House of Commons.
As a result it is not possible for the Government or House of Commons to take the action you have requested.
