All Dog owners to require a Licence.

To reduce the amount of dogs that end up in rescue centres especially breeds such as the Staffordshire bull terrier.
laws should be brought in for breeders, to be licensed to stop the general population breeding their pets for the purpose of money making, where the welfare of the puppies are not taken into consideration.

All dogs should be microchipped, this will help to reduce the number of strays, abandoned animals and promote responsible dog ownership.

The price of neutering to be brought down, which can be accomplished by the profit from the licensing fee.
