Make Social Care a profession, a vocation and recognised as skilled work.
To understand that social care is taught in school and at a high national level therefore it needs to identified as skilled and a professional vocation. This is the first thing that needs to be changed, then we need to pay more for the skill that is required to carry out this role in society.
There is a severe shortage of Social Care staff in the UK today. For this to change you need to pay higher wages to these highly skilled individuals that dedicate their life to serving the most vulnerable in society. You cannot educate people in school on Health and Social care and give them a grade, then announce to the nation they are unskilled. If you recognise the true values and responsibility of the people that work in this sector you will start to reform social care in the right direction.

You could start a new petition explaining clearly what you would like the Government or Parliament to do.
