Make running a car engine whilst stationary illegal.
Bring about new legislation and also focus on awareness of this issue.
I feel that this is extremely and urgently important, both on an immediate level for children and others exposed to harmful pollution (I live near a community centre and parents waiting for children frequently are sitting in cars with engines running for 30 mins or more), and on global environmental level, to do everything possible slow catastrophic climate change. It seems to be very widespread and not a topic that is thought about, quick decisive action will save lives.
