NHS to recognise Lipedema disease and provide surgical support for patients.
To recognise that lipedema is an illness and liposuction helps with pain management.
By providing funding and provision within the NHS and recognising it's a disease.

The NHS already provides information about lipedema - www.nhs.uk/conditions/lipoedema/
Decisions on treatments, including surgery, are a clinical decision and not something for the UK Government or Parliament to direct. You could start a new petition calling for the Government to increase funding for research into treatment and cures for lipedema, if that's something you'd like to see happen.
