This is very simple. Lets ban personal cars from central London. We leave buses, taxis and delivery vehicles.

There is no reason to drive a car in central London, they are noisy, polluting and dangerous for pedestrians and cyclists and they slow down the speed of buses that the vast majority of people depend on.
