Create ‘Byways Open to All Traffic’ in Scotland to expand the use of land
Allow the right for vehicles that are taxed, Mot’d and legal for public highway to use existing Byways and unclassified routes in Scotland for leisure and recreational purposes.
In England, Wales, Northern Ireland and the Isle of Man vehicles that are road worthy (Taxed, Insured and Mot’d) can use registered byways for recreational purposes. Byways already in use have rules and regulations to uphold safety and the sustainability of these routes. The majority of those who use these routes take the time and effort to maintain their existence and keep them to a standard available for all to use. An additional option would be to apply a license before the route is accessed.
