Create a new authority that regulates and oversees town and parish councils.
Town and parish councils spend a collective total of 2 billion pounds of public money per annum (NALC). At present they and council members are not regulated and are free to spend and do whatever they please. A regulatory body that has the power to monitor them is urgently needed
There have been several recent examples of misbehaviour within council bodies by both officers and councillors, Handworth parish council being just one example. If it is brought to the notice of members of the public that there is apparent profligacy or dysfunction such as of bullying within a council there is no where to take these complaints or seek advice.
