Improve e-petition website usability and features to:

Enter details and CAPTCHA confirmation once per session.
Thank you page link to the page BEFORE you selected that e-petition.
Complaints/suggestions link to Directgov.
e-petition entry integral spell checker.

Wording clarification stage so that a petition can be clarified before the no-change rule comes into place ( e.g. petitions siting 3-strikes-and-your-out: Why 3? Because America uses that? Any level of crime?)
Allow negative voting, to prevent really unpopular issues wasting the MP debate slots and the need for two opposing e-petitions.
Allow discussion about the details - like for the 3-strikes.

The petitions need to be clear - otherwise the MP’s will just reject it and all the petitioners have wasted their time!
