Keep the B+E test, Instead give B licence holders C1 entitlement subject to CPC
Keep the c+e driving test as there will be a huge rise in poorly loaded caravans, trailers and horse trailers involved in accidents.
Instead allow car drivers a C1 licence for rigid vehicles upto 7500 kg but to drive commercially they have to pass the dcpc test.
To ease the hgv driver shortage faster.
If we have more C1 drivers it is likely there will be more small lorries, these are likely to be electrified before large ones or people being able to tow with electric cars - Carbon footprint.
Road safety, A poorly loaded articulated vehicle is far more likely to be involved in an accident than a heavy Rigid vehicle.
