Start penalizing littering with fines.
I would like the government to discuss the issue of penalizing people who get rid of all rubbish with impunity, throwing it wherever it falls.
I believe that punishing littering both in cities and outside of them would teach people to care more about cleanliness and order throughout England. Problem is especially among young people, but not only. Rubbish is thrown on the street or even straight from cars. It seems to me that over the course of a few years people have stopped leaving waste everywhere.

Petitions must call for a specific action that the UK Government or Parliament are directly responsible for.
There are already fines and offences for littering. Enforcing these is a matter for individual local authorities and police, not the Government or Parliament.
