Make a new law so sexual predators can be prosecuted on intent.
We want the government/parliament to create a new law so sex offenders/ sexual predators can be prosecuted on intent, not just a guilty act.
We want this to happen as too many sexual offence cases end with no further action or no result. We don’t think it is enough that an offender goes on the sex offenders register and still gets to walk the streets, as they are still a danger to society and at any point might re offend. People that commit these offences should be removed from society as they are a danger and when they are on the register people have no idea who to be aware of, making it hard for people to protect themselves, or their children.

We understand that you are concerned about the evidential standard for prosecuting people of certain criminal offences, but it's not clear under what circumstances you want people to be treated as having committed an offence.
It is already possible for people to be charged with attempting to commit an offence under the Criminal Attempts Act 1981 if they do an act, which is more than preparatory to the commission of the offence, with the intention of committing an offence: www.legislation.gov.uk/ukpga/1981/47
