Seed rain Clouds to stop too much rain falling on land

Additional Information

By seeding rain clouds out in the atlantic and making the rain fall into the sea/ocean it will reduce the need to build flood defences and the amount of rain which falls on land after the wettest January on record lets at least give it a go, as the Russian and Chinese do it.
