Force energy providers to pay interest on positive balances.
Require the government to make energy providers pay interest on money that accrues in direct debit accounts. Set a minimum of say £25 and introduce 5% interest payment on money above this. They would then not hang onto large amounts of money in accounts without rushing to repay it.
