In England, tree felling licences can't include 'enforceable conditions' to safeguard forest rare wildlife like red squirrel:

The Government should bring in new legislation to rectify this

The Welsh Government recognised 'a disjoint' between the Forestry 1967 Act and other environmental legislation led to gaps in wildlife protection:

Scotland & Northern Ireland already have powers to include enforceable wildlife protection conditions in tree felling licences; Wales is writing new legislation to allow this. This means only England retains outdated 1960s tree felling law.
