New Highway Code rules - cyclists to pay road tax and insurance for road use
If cyclists have higher priority than motor vehicles then they should pay equal road use taxes and be insured for the road
If cyclists can use the whole road with more priority than cars then they should also pay road tax equivalent and be insured
