Review Cable and Wireless Act 1946 - Legislation.gov.uk
Look in stopping the activity, of placing telegraph poles anywhere this act was started in 1946, we're in a modern age with Internet access through the air.
Why do we need unsightly overhead cables and poles on our property.
Our homes and property are no-longer our castles, anyone can do what they like to our property without proper consultation and agreement. It appears these things can be placed anywhere, causing obstruction and devaluing property without being given time to present a an objection before these things are put in the ground.

The Government e-Petitions Team gave the following reason:
Petitions need to call on the Government or Parliament to take a specific action.
We're not sure exactly what you'd like the Government or Parliament to do. We're not sure if you want to ban telegraph poles or for them to require some form of planning permission.
You could start a new petition explaining clearly what you would like the Government or Parliament to do.
