Change Environment Agency rules for part year registration

Petition Details

At present if you have a boat and it is on shore being worked on and you put it back in the river you have to pay a whole year's fee even if the boat is only in the water for 9 months.

Additional Information

It seems inequitable to have to pay for something you haven't been able to use. You can get a refund on Car Tax if your vehicle is off the road. Why shouldn't that be the same for a river licence?
