Benefit payouts will exceed income tax revenue

lets screap Social security benefits as they now cost the uk in excess of 160 billion (2010), income tax only raises 150 billion and the government is forced to borrow about that again each year, either we can use that money so the government no longer has to borrow this unsustainable amount or let thoes working keep what they earn
