Change the House of Commons rules to ensure silence when someone is speaking.
Change the rules of the House of Commons so that when anyone (MP / speaker / deputy speaker / guest etc) is speaking, silence is enforced to ensure that the message can be easily received by everyone in the chamber and watching/listening remotely.
MPs shouting over each other disrupts the order of debates and trivialises matters that need to be discussed. It would be much better for democracy in general if MPs were able to do their job effectively by making their statements without being shouted down.
