So everyone is better rested so they can concerntrate better in school or at work.

The hours an employee is expected to work is a contractual matter between them and their employer, and is not something the UK Government is directly responsible for.
You could have a petition calling for the Government to reduce the maximum number of hours a person can legally be required to work in any given week, if that is something you'd like to see happen.
