Shouldn't Have To Pay For Inhalers

If Diabetic patients can have their insulins free then why can't asthmatic patients?
It isn't fair to be honest. I am having to pay £40 for two inhalers, I work hard so I am paying for my medicine but for some who aren't working & are on benefits are getting them free.
